英国华商报记者近日从希思罗机场海关部门获得的消息，最近海关正在严查旅客利用出境退税环节骗钱，一个王姓中国留学生目前正在接受调查。

在英国购买大部分商品时，都要支付15%的增值税（明年1月1日起改成17.5%）。商品如果被携带离境到欧盟以外的国家，该增值税可以退回。具体做法是在商店购物时，要一份退税表；在机场或码头离填时向海关柜台申请退税。税款可以几周后退入客人的卡上或当场退现金。机场海关经办人员通常不要求旅客出示即将带出境的商品。

据了解，不少贪图小利的学生或旅客就是利用机场退税不要求验货的漏洞，做些非法勾当。一些学生在一些大的商店买了电脑、首饰、名牌衣服、高档手表转卖给其他同学，再请一些要回国的同学帮助在机场退税，1万镑的货退还1400镑。也有一些当地的华人购置电器，让熟悉的留学生到机场退税。大部分学生都没有意识到这是在犯罪，个别人虽然心里不情愿，但碍于朋友或熟人的面子，明知犯法还要去做。

本报记者了解到最近各机场海关已经加大对出境退税的检查，一方面要对退税的商品实施抽查，另一方面从电脑抽查一些退税款较多，次数较多的出境旅客。

另外，最近海关查获的一起案件，也是典型的通过资料发现线索。Christopher Campbell,英国纽卡素人，经常出没在机场，他一般买两张当天的飞机票，一张是去欧盟以外的最近城市如日内瓦、苏黎世，另一张去英国的其他城市。入候机大厅后，他用去日内瓦的登机牌，大批量购买免税商品，主要是香烟，每次都是50-100条，然后登上去英国其他城市的飞机。他再将免税商品在黑市出售，两年内他获利近十万英镑，逃税几十万，他近日被判1年半徒刑。

一个在伦敦的中国教育学者指出：英国是个法制国家，大部分人都能自觉遵守，政府部门相对来说执法也较为宽松，但这不意味着我们华人特别是学生可以无视法律钻空子，以身试法。留学生到了海外，要树立一个新的法律观念。

英国华人社会十分关注的维珍移民造假申办签证一案有了最新进展。10月26日上午进行了第二次庭审，法官、检控官和辩护律师就开庭的相关程序、证人证词、庭审时间等安排达成共识。

今年3月25日凌晨6点，英国内政部边境署在伦敦警察局的协同下搜查了英国华人最大的留学中介”维珍移民”，被捕了”维珍”老板考俊洁(Amy)，她的丈夫兴伟和两名员工颜婷婷、周旭波。从位于东伦敦考俊洁的家中，搜出近3百万英镑的现金(约3300万人民币)。同一时间，警察在北伦敦和东伦敦另两个住处，逮捕了与考俊洁合作的”泰唔士学院”老板Alireza Khan和穆罕默德兄弟二人，随后警方查封”维珍移民”和”泰唔士学院”。

他们都是以涉嫌伪造文件、骗取居留（签证）的原因而被拘捕。据有关部门透露，极有可能这是英国历史上最大的一起伪造文件骗取签证案，所查获的现金也是内政部边境署成立以来最多的一次。内政部边境署接着查封和扣留了由”维珍移民”在事发前后经手的1500本中国留学生的护照，至今没有返还。

10月26日出庭的被告共7人，他们是分别是维珍移民事务所的考俊洁、兴伟、颜婷婷、周旭波，泰唔士学院的穆罕默德兄弟和第五名华人被告方隽（FAN JUN）。方隽是在考俊洁等被捕数月后被抓的，现保释在外。法庭上他们7人确认了自己的姓名，也都有自己的法庭指定律师代言。

按照计划，正式开庭要到11月下旬，此案涉及人多，跨年度长，要出庭的证人证词名单长达几十页，警察笔录高达6000多页，这将是一起十分耗时耗力的审判。预计至少要8个星期才能结案，加上年底赶上圣诞、新年，这个案子要到明年1月底才能结束。

本报记者近日再一次与英国边境署联系，了解被扣的1500本护照处理情况。该局发言人仍是一如既往地表示，此案日前仍在调查等待审理阶段，不能提供更多详情。不过一位曾在英国政府部门工作过的华人公务员认为，极有可能会这样处理：维珍移民案事发在2009年3月，到2010年1月底结案，当初申请延签的同学除了已经同意给予签证的，再给2009年4月至2010年1月的签证已经没有任何意义，这1500人中大部分学生只要能提供这段时期的（2009年）学习证明和2010年后的学校录取信或在读证明，就能如同其他同学一样得到新的签证。当然这只是一家之言，是否如此，还有待观察。

当日出庭后，考俊洁和颜婷婷被送回位于希思罗机场附近Bronzefield女子监狱，男性被告则继续关押在伦敦东南的WANDSWORTH监狱。方隽仍获有条件保释在外。

One person comments that, “our diplomats can only ‘strongly protest’ at the matter, and can’t do much else”,  while another commented, “This is the face of Western thieves under the guise of culture and human rights”.  However, there has been lack of consensus about whether or not  these items were stolen, as many items were also sold for profit by Qing Dynasty officials.

Other items on sale at the auction included Han Dynasty glazed horses and Cultural Revolution Era relics.

The world’s only Chinese lutenist (liuqin & zhongruan) /counter-tenor is joined by pianist Mark Troop and erhu player Wang Xiao in The Forge, Camden Town, for this unique and personal evocation of music from China’s ancient traditions and Western art music. When it comes to exported music from China most think: 1) traditional World Music 2) Horrifying girl/boy pop groups sucking lollipops and wearing a blinding blend of neon 3) Karaoke bars. Yes: Lonely China Day is from Beijing, China. No: They don’t play traditional Chinese music. They don’t suck lollipops. They never go to Karaoke bars… ever. As hard as it is to believe, there is a small yet burgeoning indie rock scene in China and Lonely China Day is in the top tier. The band’s 2007 debut long-player Sorrow is a heady blend of laptop bells and whistles, a staggering collision of minimalist guitar beauty and thunderous rock hooks with a soothing voice cooing Mandarin poetry – all mixed with traditional Chinese musical influences. In other words: it is unlike anything coming out of China. The result is a CD often compared to The Album Leaf, Mogwai and Sigur Ros.

Over the past 30 years power and decision-making structures in China have become increasingly diverse and complex. The Communist Party no longer wields absolute authority and must now consider a multitude of concerns and interests. Yet faced with a largely unreformed political system, civil society in China still has to tread carefully, seeking subtle and creative ways to express its concerns. In this talk Stephen will describe how a group of disabled people are challenging the status quo and developing innovative solutions to problems facing their society.

Stephen was born in Dar-es-Salaam, grew up in Oxford and Cape Town and has spent much of his adult life in China where, since 1980, he has taught, made TV documentaries and became increasingly involved in civil society initiatives. From 2005-8 he worked as the BBC World Service Trust’s China Country Director, developing (amongst other things) a scheme to create a radio training and production centre for visually impaired people. Since 1999 he has chaired a UK-based charity, China Vision, which is currently supporting projects run for and by disabled people in China. He believes that disability offers an important insight into the challenges facing civil society in China today.
